pop：国外的同学说安装了英文版的Windows 7之后，访问中文的网页还有安装中文软件都是乱码，其实这个问题我在之前安装英文的XP的时候就遇到过，就因为区域语言的没有设置好，下面是具体解决办法
To change your operating system locale for non-Unicode programs:
1 - Go to Control Panel

4 - Go under "Administrative" tab

5 - Your current system locale (for non-Unicode) is displayed, to change it click "Change system locale" (NOTE: must have administrator privileges to do this)

6 - Then just choose your preferred language and there you go! After a reboot of your PC you find what you previously was unable to make out, now they're normal! (but if you can't understand that language, then ... that's another problem ...)

点击“开始（Start）”--“控制面板（Control Panel）”--“时钟、语言和区域（Clock，Language，and Region）”--“区域和语言选项（Regional and Language Options）”；再点击“管理（Administrative）”选项卡, 在“非Unicode程序的语言（Language of the non-Unicode programs）”区域，点击“更改系统区域设置...（Change system locale ..）”, 选“中文(简体,中国)Chinese (Simplified, RPC)”。
保存之后重新启动系统即可。
一般来说做上面的就可以搞定了，要是不行就重新打开“区域和语言选项（Regional and Language Options）”，点击“格式（Format）”选项卡，选择“中文(简体,中国) Chinese (Simplified, RPC)”；再点击“位置（Location）”选项卡的“当前位置(Current Location)”，选“中国(China)”。（Windows 7可不用重新启动系统）
